Are DigiLocker Documents Legally Valid?

Yes, issued documents are. Documents issued in DigiLocker are treated as equivalent to physical originals under the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016. For transport documents, the Ministry of Road Transport and Highways advised on 9 August 2018 that DL, RC and other documents shown in DigiLocker or mParivahan are legally recognised at par with the originals, and Rule 139 of the Central Motor Vehicles Rules was amended in November 2018 to allow electronic documents.

Know the difference:

  • Issued documents: Pulled directly from the issuing department. These are digitally issued and valid.
  • Uploaded documents: Scans you upload yourself. These are for storage only and are not treated as originals.

How to Create a DigiLocker Account

  1. Open digilocker.gov.in or install the DigiLocker app from official stores.
  2. Tap Sign Up and enter your details as asked, including your name as in Aadhaar, date of birth, gender and mobile number.
  3. Set a security PIN and verify the OTP sent to your mobile.
  4. Link your Aadhaar to unlock issued documents.

How to Fetch Your Documents

  1. Log in and open the document search.
  2. Search for the issuer, for example "CBSE", "Ministry of Road Transport and Highways" or "Income Tax Department".
  3. Choose the document and enter the details asked (such as roll number and year for a marksheet, or licence number for a DL).
  4. The document appears under Issued Documents.
  • Aadhaar (from UIDAI)
  • PAN verification record
  • Driving licence and vehicle registration certificate (RC)
  • Class 10 and 12 marksheets and pass certificates (CBSE and many state boards)
  • Degree and diploma certificates through the National Academic Depository (NAD)
  • Ration card, caste and income certificates (in many states)
  • Insurance policies

National Academic Depository (NAD)

NAD is the online store of academic awards such as degrees, diplomas and marksheets, run through DigiLocker by the Digital India Corporation under MeitY. More than 110 crore academic awards have been lodged. It is linked with the Academic Bank of Credits (ABC) and APAAR ID, so students can access and share verified academic records anytime.

How to Share a Document

Open the document and use the Share option. Many recruitment portals, universities and government services let you pull documents from DigiLocker directly with your consent during application or verification. For example, the Passport Seva App supports uploading documents from DigiLocker.

DigiLocker Inside UMANG

Since 9 October 2024, DigiLocker has been integrated with the UMANG app, so you can access your DigiLocker documents while using government services on UMANG.

Common Problems and Fixes

  • "Record not found": Check spellings and roll number exactly as on the original. Older records may not yet be digitised by the issuer.
  • Name mismatch with Aadhaar: Get the name corrected either in Aadhaar or with the issuing authority.
  • OTP not received: Make sure your Aadhaar-linked mobile number is active.
  • Still stuck: Raise a ticket on support.digilocker.gov.in or email [email protected].

Safety Tips

  • Use only digilocker.gov.in or the official DigiLocker app.
  • Never share your DigiLocker PIN or OTP.
  • Share documents only with trusted organisations and review consents regularly.
