EPF Wage Ceiling Raised to ₹25,000

The Union Cabinet on 16 September 2026 approved raising the statutory wage ceiling for mandatory EPFO coverage from ₹15,000 to ₹25,000 a month, effective 17 September 2026. The decision was announced by Information and Broadcasting Minister Ashwini Vaishnaw after the Cabinet meeting.

This is the first revision in 12 years, the ₹15,000 ceiling had been in place since September 2014.

Who Is Affected

  • Over 51 lakh employees earning between ₹15,001 and ₹25,000 a month now come under mandatory EPF, EPS (pension) and EDLI (insurance) coverage.
  • Existing members earning above ₹15,000 whose employer had capped contributions at the old ceiling will see that cap move up to ₹25,000.

What It Means for Your Salary

At a wage of ₹25,000 (basic plus DA):

Item Old (₹15,000 cap) New (₹25,000 cap)
Employee EPF deduction ₹1,800 a month ₹3,000 a month
Employer statutory cost ₹1,950 a month ₹3,250 a month
EPS (pension) contribution ₹1,250 a month ₹2,083 a month
EDLI premium cap ₹75 a month ₹125 a month

So the trade-off is direct: your in-hand pay falls, and your retirement corpus and pension base rise. For a younger employee, the compounding on the extra ₹1,200 a month over a career is substantial; for someone managing tight monthly cash flow, the immediate deduction is real.

The government's annual outgo rises to about ₹11,339 crore from ₹10,250 crore, or roughly ₹56,696 crore over five years.

What Changed Compared With Before

Earlier, an employee earning above ₹15,000 a month could be kept outside mandatory EPF coverage, and pension was computed on a pensionable-salary cap of ₹15,000. Now both the coverage threshold and the contribution base move to ₹25,000.

Secondary reports say the EPS pensionable-salary cap also moves to ₹25,000, which would raise future pension entitlements, but this was not explicitly quantified in the official release, so treat it as reported rather than confirmed.

What You Should Do

If you are an employee

  1. Check your September or October payslip. If your PF wage is above ₹15,000 and your deduction was ₹1,800, it should now rise.
  2. Log in at the EPFO member portal (unifiedportal-mem.epfindia.gov.in) or the UMANG app with your UAN, and check the passbook for the higher credit.
  3. If you were previously excluded from EPF, ask your HR to generate your UAN and begin ECR filing.

If you are an employer

  1. Audit all employees in the ₹15,001 to ₹25,000 band.
  2. Generate UANs for newly covered employees.
  3. Update payroll software for the revised ceiling.
  4. File the ECR once EPFO's validation system reflects the change.

What Is Still Unclear

  • The gazette position. One report cites a gazette notification dated 17 September 2026, while a compliance tracker from the same week says the amendments to the EPF, EPS and EDLI Schemes were still pending. Do not rely on a specific notification number until you have checked the e-Gazette.
  • Pro-rata treatment for September 2026. EPFO had not issued a circular on how the part-month is to be handled.
  • The ESIC wage ceiling. A rise to ₹30,000 is under discussion but is only a proposal, not a decision.

Frequently Asked Questions

Q1. What is the new EPF wage ceiling? ₹25,000 a month, raised from ₹15,000.

Q2. From when does it apply? 17 September 2026.

Q3. Will my take-home salary fall? If your PF wage is above ₹15,000 and your employer was contributing on the old ceiling, your deduction rises, so yes, in-hand pay falls while your PF corpus grows.

Q4. How many people does this cover? Over 51 lakh additional employees.

Q5. How much will be deducted at a ₹25,000 wage? ₹3,000 a month from the employee, up from ₹1,800.

Q6. Does this affect pension? The EPS contribution rises to ₹2,083 a month at the new ceiling. Reports say the pensionable-salary cap also moves to ₹25,000, though the official release did not spell this out.

Q7. Has the ESIC limit changed too? No. A rise to ₹30,000 has been discussed but not approved.

Conclusion

Raising the EPF ceiling to ₹25,000 is the biggest change to India's provident fund coverage in over a decade. For employees in the ₹15,000 to ₹25,000 band, it means a smaller pay packet now and a materially larger retirement corpus later. Check your payslip and your EPFO passbook over the next two months to confirm that the higher contribution is actually being credited.
