Rabi MSP 2027-28: What the Cabinet Has Decided

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Shri Narendra Modi, has approved higher Minimum Support Prices (MSP) for all mandated Rabi crops for Marketing Season 2027-28. The decision was announced by the Press Information Bureau (PIB) on 30 September 2026 through the Ministry of Agriculture & Farmers Welfare.

The new MSP applies to six Rabi crops: wheat, barley, gram, lentil (masur), rapeseed & mustard, and safflower. According to the official release, the aim is to ensure remunerative prices for farmers and to encourage crop diversification. In this article we explain the new rates, the increase over last year, the margin over cost of production and what it means for farmers.

New MSP Rates for Rabi Crops 2027-28

The table below gives the MSP for Marketing Season 2026-27 and 2027-28, the absolute increase, the all-India weighted average cost of production and the margin over cost, all in Rs. per quintal, as given in the PIB release.

Key Highlights of the Decision

  • Safflower got the highest absolute increase of Rs. 675 per quintal, followed by rapeseed & mustard (Rs. 413) and lentil (Rs. 390).
  • Wheat MSP has been raised by Rs. 25 to Rs. 2,610 per quintal. Its margin over the cost of production is the highest among all Rabi crops at 106%.
  • The margin over cost is 96% for rapeseed & mustard, 92% for lentil, 59% for gram, 58% for barley and 50% for safflower.
  • The increase is in line with the Union Budget 2018-19 announcement of fixing MSP at a level of at least 1.5 times the all-India weighted average cost of production.
  • The release says the higher MSP is meant to ensure remunerative prices to farmers and to incentivise crop diversification, including towards pulses and oilseeds.

Why the Margin Over Cost Matters

MSP is the price at which the government procures notified crops from farmers. Since the Union Budget 2018-19, the government's stated principle is that MSP should be at least 1.5 times (that is, at least 50% above) the all-India weighted average cost of production. For 2027-28, every Rabi crop meets this rule: safflower is exactly at 50%, while wheat is far above it at 106%.

For example, the cost of producing one quintal of wheat is estimated at Rs. 1,264, and the new MSP is Rs. 2,610. For rapeseed & mustard, the cost is Rs. 3,367 against an MSP of Rs. 6,613.

Procurement and Payments to Farmers: Official Figures

The PIB release also compares procurement and MSP payments for the period 2014-15 to 2025-26 with the period 2004-05 to 2013-14.

Indicator2004-05 to 2013-142014-15 to 2025-26
Wheat procurement2,254 LMT3,715 LMT
Procurement of 6 Rabi crops2,302 LMT3,921 LMT
MSP paid to wheat farmersRs. 2.56 lakh croreRs. 7.31 lakh crore
MSP paid to farmers of 6 Rabi cropsRs. 2.65 lakh croreRs. 8.36 lakh crore

LMT = lakh metric tonnes.

What It Means for Farmers and Citizens

  • Farmers who grow Rabi crops in the coming season will know the minimum government price before sowing, which helps them plan which crop to grow.
  • The larger increases for oilseeds (mustard, safflower) and pulses (lentil) support the stated goal of crop diversification.
  • The MSP figures are per quintal (100 kg). A farmer can multiply the MSP by the quantity sold at a government procurement centre to know the minimum value of the crop.
